i need some help here with taking up education bank loans for uni. They recommend me citibank and ocbc. are they the best loans out there currently?
And what are interest-free instalments?

Why don't you try parent CPF scheme. Not sure if the scheme has extended to personal CPF. Go find out from CPF board.
If you are studying in local Poly or Uni, try applying for their bursary and studying loan.
