If you choose gahment jobs, save enough money and study full time eventually also can.

you can still consider switch job when the economy more stable..

O.k. Thanks. I got what you mean. I believe if i really decide to sign, i will not leave because if i do so that mean (pay cut and i will need to start off as fresh grad again).

Your work experience in the gov dept. will count on your resume ok ?

err, he mention that the job can be quite dangerous in the govt job....maybe MHA issit?

That depens.. if he leaves the company and jump into another company in the SAME/RELATED industry.. then yes.. his hands on experience and accumulated work experience counts.
If he goes into a different industry.. then he probably has to start from entry level.. but he will have accumulated working experience to show.
If the private company requires regulatory comms then having some experience in the same field at a gov body IS actually beneficial for him.
