Prob 1)However, is the colleague a s'porean or foreigner?? If the guy is a foreigner, then it is almost impossible for her to sue him here, because the foreign govt will never want to extradite their own citizens overseas for trial.
if the colleague is a s'porean, then he can be arrested once he steps into s'pore(provided the guy comes to singapore, cos u can't arrest a person overseas). Lodge a report with SPF and the state will prosecute him
Prob 2)Rape is a serious offence, hence u need really concrete evidence against the rapist. make sure yr friend has stuff like medical reports etc. The problem of prosecuting a person in a place different from the where the offence was committed is that evidence is difficult to collect. Ensure your friend gets all the relevant stuff n evidence from the foreign police. u can't convict a person just based on the victim's words alone.

LOL when I read it I was like huh? Raped by a college?Do you mean someone raped her when she was @ college? Just like what 00king00 mentioned, that person can charge for rape.

by the way the guy is a malaysian who works for a singapore company..but hes as good as having pr here..coz hes been werking here for more than 10 years i think..
the no.1 thing to do is to get all the relevant evidence from johannesburg
no.2, lodge report with SPF, the moment he step into s'pore, tis guy will be nabbed. if he's in s'pore now, then be fast n lodge dat report!! the rest juz let investigators settle
if he hide / stay in msia, then there's nothing much u can do, unless u wanna initiate trial there
