  This will apply mostly to guys and some gals , maybe ect, whenever u wan to  make frens with someone , expand yr social circle ,either online (facebook) or in person, u are afraid to do so because that person's BF or guy frens, gals frens or GF may come and find u for disturbing their gal ( or guy)?

  Paranoid? Why? If you have no motive and simply being friendly,  socializing is no sin.

  Anyway, if the so-called boy/gal friend does so like u mentioned above - good, because it is attesting(/revealing) to the love or the masquerade , whichever applies.

  Probably because i dont give a damn.

  I mean this have never crossed my mind, like worried that the person's gf/bf thinks im disturbing their gf/bf.

  Just go ahead and make friends, dont worry too much. If your intention is to make friends nia, you wont be paranoid. Unless you have some other motives.... But even if so, fret not. Dont flirt too openly can liao when the partner is around.
