I am quite afraid for my English.. It is not consistent, fluctuating from C5 to B3

No lah, if you hv a desire to do business, no cert also can be successful, from char kway teow to selling sex toys to BBQ satay, you name it, need cert meh>??? cert are for working class only, business class no need cert one, once you become successful, then you employ those with cert to work for you.

With this kind of result, I would've been ecstatic if I had gotten such grades for O levels. The subs where you have gotten As are where I got F9s lol. At the moment, your L1R4 is 12...
For English, personally, I don't think it's a "study" subject. I feel it's something you pick up as you go along. My advice (for compo) is that if you are poor with vocab, just ensure that your grammar is correct. For compre, analyze the question and make sure you know what they are looking for (get your 'cher to help you with this). Once you know what each qn is asking for, everything becomes a breeze

If PRC can get into University with their english standard, i think you are much better.

You are on the right track. BUT I strongly advise you to work on your English too.
Maybe its not important for you now. But if you are going poly, and ever intend to move on to the main local unis, take note that they will look at O level English results for poly applicants.
So do try hard to aim for at least a B4 in English.

ya, and if you are no good, learn from the PRC kids, they are very good in english, later when you grew up, at least you can speak english like China chinese, good for business and making friends in China, said to become the world biggest economy after the west fall
