or Do you declare your love first? Before the declaration of love - firstly ask yourself what motive you do have.
If expressing yourself is just to release the urge of saying it out - then its ok. When you deem its right, just do it.
If you end motive is to chase her, I feel that there should not be a rush in declaration of love. In fact, the longer you take to prepare your spell, the higher your chance of success, though the greater your risk as well.
Think about your calulated risk, chance of success, her personal character and her likely aftermath reaction/behavior - from there you will know if you made the right choice.
