i like The Hill at Mount Faber.
With the city lights on one side, and harbour lights on the other. It is Al fresco dining at its romantic best

Try Gourmand. It's located @ the New Wing of Paragon. Take the escalator up to the 2nd level. When u see Guess, make a U Turn. Go all the way to the end, descend the steps, voila
Great ambience & reasonable prices. Lobster bisque, IIRC, only S$10. Foie Gras only S$19+. Then u can choose between US Prime Steaks or Australian Steaks : )

Grappas at Chijmes has got a valentine's day set at $139 ++ for 2 i think... each person $69 or so only...

NO WAY!! Do not listen to RIP!!! First the food @ Gourmand sucks! I guess it only suits the palate of some particular person starting with R and ending with P. The ambience is far from 'Great'! Here's my suggestions for your cheap N good candle light dinner with your gal/hunk. Budget $50
1) A Bar cum restaurant at east coast park next to gelare, find gelare its next to the bicycle shop and next to the shop is the place! Serves BBQ and drinks! Cheap food but nice ambience, even has their own DJ to play music or *hint* dedicate your love song!
2) Pasir Ris Park. Several outlets there serving BBQ or seafood or satay and local delights. Dun worry, you will find the right one... just trust your instincts! Heh All of them have candle light... all of them have music playing...
3) Punngol. <- Okay this is a bit far far away for some people. But there's quite a few nice restaurants there as well. Again, you choose which one... go scout it!
There are others but its gonna be a bit pricey, if your gal wants only air-con and must have air-con or will die type, then there is this really nice restaurant at Club St, called DUO. Which in spanish is 2! =P Budget is 100+, I believe they have a special deal going on now for V day couples. Mostly for couples go there only! The cruisine they serve up is French. Ambience is wonderful, candlelight setting, white cloth table... ask for a couple table on the second floor. Or the top floor has a nice pool side deck...
