From what I heard, there is evidence that inbreeding does have a higher probability of getting retarded children.
But inbreeding refers to marriage of two person who are closely related (like brother and sister marriage).
The surname is but a gauge to how closely related you are. If either the chinese or the english surname is different, it probably means you are not. Reason being most of us uses english surname which are a direct translation of how we pronounce our surname in our respective dialect group. So, if it is translated differently in English, this means you are in different dialect group, which really just means your are probably unrelated.
So, in your case, this is probably not a problem at all. -
