If the calculations below are not too wrong in terms of relative figures, CW3 is probably more profitable than CW2. I think u have not been to Jurong East Interchange and see how they load passengers. CW3 has relatively-fixed departure times during peak hours these days, unless there are breakdowns that result in the shortage of buses, or some buses are delayed by passengers using the manual immigration clearance lanes.
