No, no, no. Last time, City Shuttle Service (CSS) was jointly operated by Singapore Shuttle Bus (SSB) and NTUC Comfort. CSS was launched in 1975 for connections between fringe carparks and the CBD. This was later extended to serve outlying housing estates.
