This is called a 'tyre lock'. It happens when the force applied by the brakes is greater than the ability of the tyres to grip the road surface. Hence, it stops rolling or gets locked in place. The wet weather further increases the chances getting a tyre lock due to a thin layer of water on the road surface. The highly grippy characteristic of Volvo brakes adds to the factor too. Getting a tyre lock is very dangerous because there will not be any traction on the wheels and you lose control of the vehicle. But considering the enormous weight and slow speed of a VO3x, it is not so alarming. Some cars have ABS (Automatic Braking System) to avoid this. A computer will slightly decrease the brake pressure when the tyres begin to lock.
