With all due respect here, have you personally went into each INDIVIDUAL Woodlands neighbourhood to check out the loads of the Bendies at different times of the day? If you have not, please do so before making such a statement. Must the buses be full all the time to be "eligible" for Bendies? I don't think so. All the feeders in Woodlands, with exception to services 901 and 911, have a full Bendy fleet for a single reason - demand is very high.
