Why not have FF107e? It seems to be viable service with express between Kovan and Beach Road. I think it should be a peak period service because 107 is hardly ever half-filled at other times.
The only reason why I think they don't implement this is they want passengers to take the NEL.

FFw services are catered to the working adults. If the FFw services proves to be a better alternative for the commuters, I don't think money is a problem. The target market are adults, not school children. By having an express sector, the service has already lost some potential revenue. So its just fair to ask for a bit extra. Anyway, the fare structure is the same as the Express services.
