  RU = Restricted Use
  
  eg: Learner Driver cars at Singapore Safety Driving Centre (SSDC) have some RU plated cars. These cars are exempted from road tax, but can only be used within the centre's circuit; hence cutting down operating costs. These cars are not allowed to travel on public roads, as they are exempted from paying road tax.

  Some construction vehicles are indeed registered as a "RU" vehicles. They includes Concrete pumps, some normal mobile cranes (20tons to 70tons) and heavy duty mobile cranes (120Tons to 500 Tons), rough terrain cranes.
  
  These vehicles, can only be driven on Singapore Public roads provided that there is a tow truck to sort of "tow" or guide it.

  Sentosa buses with RU plates ply in Sentosa only, they are not allowed to go out of Sentosa. Those Sentosa buses going to HarbourFront and back are registered under PA or PH plates.

  Yes, there is. You can go to sentosa. Have plenty of them there; exterior green in colour.

  TIB and SBS plate buses are pubic service veh. COE exempt. Cannot be used for private chartering during peak hours. If they do.. private bus operators will complain unfair advantage since no pay COE.
  
  So.. bus companies have some PA buses to do peak hr chartering biz.

  LTA requires all scheduled point-to-point service to use only PA-registered buses only. tis is to prevent SBS, TIB and other public service vehicles from eating up the pie.
  
  tat is the reason why SBST converted about 20 Merc O405's and painted them in SBSL livery, so that they can tender and compete with private sectors for the Jurong Island Services (JIS) routes.
  
  tat is also the reason why both SBST and SMRTB kept some PA-plate buses, like those B10M's on Turf City and the UMW's on Tekong Shuttle.
