But I think they shelve the lta hq but not the bv interchange. bv interchange probably would be ready when CCL is up and running.

I blame the poor design of Terminal 1 & 2. Had the ecsalators been located directly down to the basement bus-stop passenger queueing area, passengers will not need to cross over the driveway to queue up for the bus. Therefore, the queueing berth can be air-conditioned. Also, it's less dangerous as passengers do not need to dash across the driveway to board the bus.
Also, the early airport planners failed to forsee the future by catering to double-deckers and articulated buses enter the basement too....

WEll, London's Heathrow Airport has a proper bus station beside it. DDs and bendies could be used.. but then, very few people take bus to CGA, as many choose taxi and MRT over the buses, all are so long-winded, except sv36 and sv858.
i remembered sv27 (Tampines, NAC scania ) used to park at the T1 coach bay
