Upp East Coast was built to replace Marine Parade. However, only svc 13 was amended to terminate there. Others still loop at Siglap. When SBST came up with svc 48, it showed they were equally capable of making the other former Marine Parade services terminate at Upp East Coast too.

This was a very long time ago. Its not really a dead end but rather the end of the main road. Thereafter was a small track called Upper Jln Eunos which led to the Jln Eunos Service Reservoir. Last time the terminals do not have a specific name. Instead, they were named after the road (and their landmarks) where the terminal was located. Yes, there were NZMB bodied OF1417. In fact, there were more NZMB ones; 130 units as compared to the Hawke with 99. Btw, SV154 does not based at Braddell in 2003. It uses LO2x from SLBP/Old Jurong Depot. SV70/107/186 are all from AMK Depot.
The old SV28 uses LO2x from Braddell Depot.. If i remember correctly, it uses buses from SV140, after SV140 was withdraw.
Sorry to tell you but the old service 28 was withdrawn from service in the 90s not 2003. I think you are confused with the current 28. 28 was reintroduced (Tampines to Bedok loop service ) .
