INVITATION TO TENDER FOR THE PROVISION OF A FREE SHUTTLE BUS SERVICE FOR THE LOW COST CARRIER (LCC) TERMINAL AT SINGAPORE CHANGI AIRPORTPARTICULAR REQUIREMENTS/SPECIFICATIONS
1 Duration
1.1 The duration of this Contract shall be three (3) months with an option to extend for a further three (3) months. The start date of this Contract is expected to be 1 February 2006, unless otherwise determined and notified by CAAS.
1.2 If CAAS shall be desirous of extending the Contract for a further term of three (3) months or less at the expiration of the Contract, he shall, by giving written notice to the Contractor not less than one (1) month before the expiration of the Contract period, indicate such a desire. Such offer shall be subject to terms and conditions CAAS may impose and shall be valid for one (1) month.
2 Scope of Work
2.1 The Contractor shall provide a Free Shuttle Bus service (hereinafter referred to as “shuttle service”) that would ply bi-directionally between the Low Cost Terminal (hereinafter referred to as “LCT”) and Passenger Terminal Building 2 (hereinafter referred to as “PTB 2”) at Changi Airport.
Operating Schedule
2.3 The shuttle service shall operate daily from 0530 hrs to 12 midnight, including weekends and public holidays. The frequency of the service shall be every 15 minutes. The schedule of the bus service shall run as per Annex 1. CAAS reserves the right to adjust the schedule of the bus service to suit operational requirements.
Bus
2.4 The Contractor shall provide sufficient buses to meet the Operating Schedule in Para 2.3. The buses shall meet the following requirements:
• shall be the 40-seater bus type;
• shall be fully air-conditioned;
• shall be equipped with baggage racks at the front or centre of the bus;
• shall have door(s) that could facilitate quick boarding and alighting of passengers with large baggage(s);
• shall be equipped with handrails for standing passengers approved by the Land Transport Authority (hereinafter referred to as “LTA”);
• shall comply with LTA’s roadworthiness regulations and undergo the required inspections;
• shall be painted according to CAAS’ requirements; and
• CAAS reserves the right to place advertisements on the buses and to collect the advertising revenue arising from the advertisements.
2.5 The Contractor shall ensure that the buses are in good working and clean condition at all times at his expense. The physical state of the buses shall be subjected to compulsory physical inspections by CAAS and the Contractor shall rectify all findings by CAAS within a reasonable timeframe at his expense.
2.6 The Contractor shall at his own expense submit the buses to LTA or other competent authorities for inspection when required by law to do so or when LTA or such other authority deems necessary.
2.7 The Contractor shall comply strictly with the operational requirements set out in this Tender and other operational directions given by CAAS from time-to-time during the duration of the Contract.
2.8 The Contractor shall not park his buses at the Free Shuttle Service Pick-Up points at the LCT and Passenger Terminal Buildings. He should only park the buses at the bus/coach parking area at the Coach Stands near the Passenger Terminal Buildings. The Contractor shall note that the prevailing parking charges would be levied on the buses parked at these locations.
Drivers
2.9 The Contractor shall provide English-speaking, disciplined and courteous drivers to operate the buses. The Contractor shall note that the buses would be serving passengers and airport staff and that the drivers must be capable of handling them in the most courteous and friendly way.
2.10 CAAS may at any time and when not satisfied with the work or conduct of any of the drivers, request the replacement of his services by giving written notice to the Contractor. The Contractor shall provide the replacement immediately after the issue of the written notice by CAAS.
Route
2.12 The shuttle bus service will ply bi-directionally between the LCT and PTB 2. The shuttle service shall commence its journey from the LCT and ply along Airport Boulevard towards PTB 2. After passing Car Park B the service shall proceed via the PTB 2 Basement ramp into the PTB 2 Basement Bus Station. The service shall return to the LCT, via the PTB 2 Basement exit ramp (next to Car Park C), Airport Boulevard (towards City) and into the LCT. The entire loop takes about 25 minutes to travel under normal traffic situation, with considerations for stoppages to alight and board passengers. (Note: A site recce will be conducted during the compulsory briefing date.)
2.13 The Contractor shall note that CAAS reserves the right to extend the service to Passenger Terminal Building 1 (hereinafter referred to as “PTB 1”) during the contract period. If extended to PTB 1, the shuttle service shall commence its journey from the LCT and ply along Airport Boulevard towards PTB 1. After passing Car Park A, the service shall proceed via the PTB 1 Basement ramp into the PTB 1 Basement Bus Station. The service shall then proceed to PTB 2, via the PTB 1 Basement exit ramp (next to PTB 1 Coach Stand) and to the PTB 2 Basement ramp into the PTB 2 Basement Bus Station. The service shall return to the LCT, via the PTB 2 Basement exit ramp (next to Car Park C), Airport Boulevard (towards City) and into the LCT.
3 Ridership Survey
3.1 The Contractor shall be required to submit daily, weekly or monthly statistics (as and when requested), on the rider-ship of the shuttle service to CAAS and conduct any surveys related to the operations of the shuttle service as required by CAAS.
4 Breakdown Contingency
4.1 In the event of a bus breakdown, the Contractor shall immediately activate a recovery team and deploy a standby bus. The standby bus shall have the same capacity as the tendered bus type but could be uncustomized. The standby bus shall reach the Changi Airport within sixty (60) minutes upon activation. The Contractor shall inform CAAS of the breakdown immediately.
