It seems all bus terminals, interchanges are owned by LTA, who leases them to the respective operators, with a nominal sum.

The Hougang South Int closed in 2004. Those aunties and uncles, after go marketing(just next to Kovan City) need to walk a long distance to the bus stop(opp near NTUC Supermarket or opp Blk 210) or to Kovan MRT, if they want to take different directions for 112 and 113
Unless they want to change buses -

Closing Hougang South was a mistake. At least downgrade its status to one similar to YCK terminal and leave 132 to operate from there.

It's just a matter of time that both BV and GM terminals retire. Both would probably merged to become BV interchange and locate next to BV MRT station. Hmmm.. The area around Bouna Vista MRT seems like a pretty cramped place to me.. Sure, lots of unused lots, but they're all split up by the huge canal and hillsides. So where would that interchange be?
I suppose if they do open it, it's definitely a good reason to merge both terminals (Ghim Moh and BV) together.
