i think this sentence is a little extreme , the right meaning for Non User Lay or lay up means that a vehicle has broken down (eg. spoilt engine) & it will need to take a long time to be repaired , while the vehicle is undergoing repair , the owner might lay up that vehicle so that no road tax is paid for the days while the vehicle is undergoing reparing works.
