But low floor I heard is different from zero-step.
Low floor means floor cannot be of a certain height or higher. So at 1 point of time even O405 or CRB were considered low-floors.

Hmmm... did LTA pay for / subsidise the constructions of lifts and ramps at the MRT stations? If they did, it would only be fair that they subsidise the cost of low floor buses.
Both carries the same purpose after all... -

The actual fact is this:-
LTA will call a contract for the upgrading of existing MRT stations to be disabled friendly. The Contract Sum is fully paid for out of the Government's Coffers. This Contract Sum is paid to the sucessful Contractor who tender for the job, and carries out the full scope of the work as per the Contract Specifications.
When the whole Contract is completed, there is a 1 year defects liablity period (or called DLP Period for short). What this means is that at the end of the Contract, the works will be handed over to the operator (Which is SMRT). SMRT will operates equipment and within this 1 year period, if any problems occurs with the equipment, the Contractor is supposed to rectify it at no cost to either SMRT or LTA (if deemed to be a construction or manufacturer's defect).
After this 1 year, SMRT will have to handle the maintenance part, whereby they will have to pay for the maintenance of the euipment and servicing. LTA does not pay for it.
If like what you have siad, tha the Contractors pay for it, then that means we don't need the current Government ......
Oh yeah, btw, LTA manages the Contract. They will have supervisors who will have to ensure that the works are carried out as per the Contract Specifications and they will also certify that the work is done so that the Contractor will get paied for his labour. LTA of course has the contract, for the installation of Lifts and Ramps, in existing unretrofitted MRT stations, which are practically all the stations controlled by SMRT.
LTA is a statutory board - It is the appointed organisation by the Government to award the contract for retrofitting the existing MRT stations.
LTA is under MOT (Ministry of Transport, in case you don't know), and if LTA does not have "the contract of the installation of the lifts and rmaps", then who does? MOT is not doing this work.
MOT has LTA for Land Transport, MPA for Sea and Ports issues, and CAAS for Air and Airport issues, and these various stat boards will be the ones calling tender and awarding of contract for such improvement works. -

If only they can remove the $#%% metal bars that are right in the middle of the entrance and exit, we could have "cheap" version of wheelchair-friendly buses. Provided that BCs always stop close enough to the kerb to allow a wheelchair to get across the gap between bus and kerb, without ramps.
