But if fuel-cell driven then probably the roof would be a (higher height) flat roof again to accomodate both air-con & fuel-cell tanks etc.

According to Mercedes-Benz website about the Citaros, the bodyshell concept is designed to comply with the provisions of ECE standard R 66 on roll-over strength. The Citaro also protects its passengers against side impacts with integrated crash protection in the sidewall skeleton.
It is the standard diesel version. Even the rigid Citaros have the protrusions as well. They definitely aren't A/C.
