In other countries, yes... In fact very often... (Buses in Germany can tilt to one side, and buses in USA and Canada can "kneel" down so that wheelchairs can go up the ramp easier. When I lived in Vancouver, I saw wheelchair personnel boarding buses once every 5 rides...)
