Erm no. I think its the aluminium oxide. If the wheels are covered with some sort of protection such as plastics, then im not sure. If not, it shld be aluminium oxide. The oxide prevents the aluminium from being corroded, like steel. I got one portable CD player that has an aluminium covering, it has since blackened alot. Dont think is dirt leh. It is dirt. I have tried scrubbing it off. The bus wash is unable to penetrate the dirt due to the position of the bristles. The dirt on the axle has to be scrubbed off manually. Dont rely on SGwiki. Try BIH. SGwiki infro may not be accurate. Last time for e.g., when SMRT bus TIB1163P is being transferred to 960 from 962, sgwiki still display deployed on 962. Yea. The current bodywork is abit like copying Wright buses' design, nth special.
