The emptyness of the bus explains the higher amout of fare charged. The use of those svc? To ease the ppl to go to the main tourist attraction eg.little india, chinatown ect. Those buses are usually taken by tourist and would have slightly more passengers during the festive season. and if you have an ezlink card you can earn more points.

CSS 604 should not have been withdrawn in the past. It linked CNT with Nicoll Hwy. In addition, 148 (CLE-Geylang Fringe) could have been extended to EUN via High St, Nicoll Hwy, Mountbatten, Old Airport, Tg Katong Rds and Sims Ave instead of being withdrawn.
