Who says CT Service business bad? You see one or twicer then come of with this kind of conclusion and CT28 is the oddball CT with bad business but not CT8 and CT18. Both have rather healthy loads AND during CNY, the buses can be very full at night so much that you have to stand at the door. -

2)CT28 got Striders and you always see them, not occasionally.
3) Not dont come punctually, almost all the times if you take from Chinatown
4)Late is true
5)Gone b4 reaching the bus stop for direction 1 only, direction 2 most times late one
6)You just need more patience and arrive at the bus stop earlier.
7)Must repeat business poor for CT28 only. CT18 is ok on weekdays/rather good on weekends BUT most passengers come from BLK 628 ->Opp BLK 646, thats why you dont see them outside DMSS.
