Try designing a bus stop outside the interchange that can be linked to the interchange with as much ease as boarding and alighting from a bus in the interchange.
231 is there for a purpose. And I have seen 231 packed to the brim during school dismissal time before. I don't think LTA would allow 231 to be withdrawn in such a case, however pathetic the off peak load can be.

True. In that case, make 231 AM/NN peak service. Other instances muz take 59.
SMRT 303 - Choa Chu Kang - Choa Chu Kang Drive (Loop)
CCK Int, CCK Loop (Non stop), CCK Drive, CCK North 5, CCK Way, CCK North 7, CCk Dr (U turn at the end of the road)
Purpose: To provide a bus service in CCK Way outside Kranji Camps, Mowbray Camp in which there are no buses plying the street. I didn't make it to ply Yew Tee is due to the presence of 302 & 307 in CCK Drive, Nth 5 and 7 area and it is a walking distance from Yew Tee MRT to Kranji Camps so demands might be low.

Thing is, its very hard to withdraw a feeder route unless you can merge it with another feeder from another town, or the trunk route replacing it replaces the whole route of the feeder.
Ask you, how do you go about taking 59 from Shop N Save, no one would be willing to walk all the way to NTUC to board 59 (still need to cross bridge), when there is 231G. How about 56, 105 and 153 (towards North) to Opp Blk 56, how is the person take a bus to Lor 1. Don't expect them to take to Blk 237, cross opposite using overhead bridge, then cross Lor 8 either using traffic light or illegally and then take 59. They are supposed to go to the western part of Toa Payoh, and they have to do a bit of walking in the Eastern side of the town if you withdraw 231 as a whole or even during off peak.
Comments from a daily 231 passenger for 2½ years.

Its only one bus stop out of the whole route that is affected. I dont think the demand is that high anyway. Those ppl can walk to nearby lor 3 to board the bus, provided they set up a bus stop near Kheng Cheng pri sch.
231 has really bad off-peak loads, (Just saw a 231 with a grand total of 1 pax on board) so why not combine 231 with 235, esp since you r championing for the removal of 231 anyway. :)
