Maybe SMRT should implement a Half-Emergency Comm Button. Use it while it is not a Life threatening situation, but still an emergency. Or in every train, put CCTV. There is no fixed answer to that question. Its just like calling 999. A small case like a breakin u call 999. A big case like murder also 999.
