  FYI both Changi Airport and the CTE tunnel cannot receive TVM. So it doesnt matter which side is weaker. They are both weak

  B7R Open Top. Sentosa buses should be ZF, easier to climb the hills.

  It is a B7RLE, check manufacturer compliance plate if have, just that Sentosa register it as B7R Open Top, like TIBS registering 4 of their Hinos as Dennises.

  It's like our Olympians are one-step entry but the floor is still low enough to accomodate a second level on top.
  
  It's also like how the Tibs Scania L113CRL ELBO is zero-step low-entry while the rest are one-step entry.
  
  It really depends on how you see it, but most rear mounted chassis can support a second deck. Many years ago there was even the B10MD.

  The most reasonable answer is that 4 Lances were originally to be registered in TIB rego, 1 was registered in CSS, then another became PA, then the remaining two never had Duple Metsec bodies fitted on them, possibly they were facing delays or had to readjust their fleet due to some reasons or other.
