Not sure about that, but it seems like, judging from the posts in here, that this happens usually on low-demand routes or on low-demand sectors of longer routes. Also notice how this is more likely to happen near the end of trunk routes that go around the new town...
Maybe the bus companies can use this thread for ideas to increase ridership
