The above statement is factually incorrect.
It is correct in saying that there are roadworks on going at the location. It is also correct in saying that water was overflowing from the reservoir.
Let me tell you all what happened:-
During the non-stop rain, water was collected inside MacRitchie Reservoir until the water mark reaches the overflowing point. At the top of the dam, there is nothing to prevent the water from overflowing. Even though PUB had in the past done water flushing by opening the valve gate at the bottom of the Dam, this was much much worse. Water was over flowing at a great flow, until the grass patch that was directly in front of the reservoir, as well as the carpark, got flooded.
The canal from the spillway leads all the way to the junction of Thomson Road and Marymount Road, whereby it follows Thomson Road all the way until Police Academy grounds, after that, I don't know how it runs. How the water runs from the spillway to the junction of Thomson Road and Marymount Road? There is a box culvert under the road at Lornie Road, which became inundated, overflow the side of the box culvert and flooded the whole road. The construction site was unfortunately, right in the middle.
The construction site did not touch any of the existing road side drains or drainage facilities.
Take a look at why the florist at Olive road / Joan Road got flooded. That is because of all the water from the reservoir was flowing to their location, and unfortunately, their area was a low ground, and there was nothing PUB could do to stop the water from overflowing.
What do you term this? Act of God, as nobody can predict how much rain the clouds will pour when it rains.
