service 69 and 291 u decide..?

as above i live in Tampines and i always take either 69 or 291 but y 69 go some Double Decker bus how come Townlink 291 dont have Double Decker bus..???

23 and 69 serve Temasek Poly.. very high pasenger turnover..
291 route very short so makes more trips so no need double decker -
