Simply put, it means that a bus that is not assigned to serve on a particular route is doing so. "Perm" is somewhat the opposite: it means a bus has been assigned to serve a particular bus route. Some buses may be a perm on more than one route, sometimes with special arrangements (for example, it will serve this route on weekdays, but on weekends, it will be assigned to another route).
All spare buses (buses not assigned to any particular route) are cameos when they are used for revenue/passenger service.

ok it means when a non-perm bus enters that service as a replacement to a perm bus over at that svc... confusing eh? like e.g 113J is perm on 242... then lets say it has engine trouble and then maybe 167D from 154 replaces 113J we call that cameo... but 167D may need a replacement too... sometimes on weekends u do not need as many buses as weekdays like e.g BRAM 157 DDs so these buses can still be deployed to other svc as 157 does not need so many buses on weekends... so quite common to see BRAM 157 DDs on 28, 60, 88, 154... etc

When a bus is on 'cameo', it means that the bus that was supposed to be on a permanent service goes onto another service because the other service needs to have a replacement bus to cope with the passenger demands.
For example, I may take one of the buses, say SBS 3702P (18 BNDEP). Because other buses on service 69 had probably gone on another service or had some problem and landed up at the workshop doing Preventive Maintainence or PM, this bus will go over to service 69.
The 'cameo' method applies to all buses except buses which are under 'Non User Lay Up Status' like SBS 3676G, regardless of whether they are spares or they are permanent on services.
