You cannot come to a conclusion that a particular bus is unable to withstand heavy loads just from the number of seats. How much weight a vehicle is designed to carry is specified as the Gross Vehicle Weight. This is determined by the manufacturer. The VO2X is rated to carry 26 standees, more when packed from back to front. Crammed full VO2X buses can be seen at Boon Lay every morning and evening.
