aiyah! one side of the coin says probation is better for these teens, on the other side of the coin is to reduce detention expenses la! look at tdy's newspapers - teen robbers bet 15-16 yrs old got only 24mths probation. maybe rape, murder, drug trafficking also end up with probation too! now the govt is considering putting adults on probation too!
and sometimes the stupid judges just anyhow increase (or even double triple) the jail term of some offenders, put them in jail for lengthy periods - which i think is stupid & useless la! a short jail term is already enough to "torture" a prisoner - just imagine got locked up in a tiny cell for 23hrs a day (1hr excercise) - wah piang - i bet every min inside is like a day outside mann!! what i'm trying to say is sentencing i find is rather unbalanced. some too lenient and some too tough.
my site supervisor friend was caught taking some scrap metals from the job site to sell by his company and was sentenced to 1 wk jail; whereas a person caught punching a passerby for nothing cannot be arrested (coz its non-seizable offence) and victim need to press a civil suit instead and police lanlan cant do anything. i can't help but feeling which offence is more serious instead???
