IMO, this is not a technical limitation problem.. But rather a problem of whether they want to do it or not. If they are lazy.. If they are going to do a major EDS upgrade (which is what they seem to be embarking on), they can use this opportunity to shift the layout of all EDSes to what you suggested. SBS Transit did this for all of their buses with EDS sometime ago (when was it exactly?).
