If JIS = Jurong Industrial Services, then the answer is no. They do not go into restricted areas.
If JIS = Jurong Island Service, then the answer is yes. Jurong Island is a restricted area. You will not be allowed entry without a valid security pass. I think you are also unable to board the bus. Unlike last time, with sv. 712, there is one stop you can alight before the security checkpoint. Now, the TNC buses go straight inside.
