To encounter the problem you need to tap rapidly after the person before you, so much so the reader cannot detect your card at all. If the reader can detect but cannot complete the loop function of deducting the fare, then there will be that 'beep beep beep beep beep' thing and BC will look at you. If BC is not looking, some would even walk past and no tap.
