It really depends how you yourself define it. It can be fans fitted inside a bus or it can be a person who is passionate about the model of buses. It also can be a person who knows all the bus routes of singapore. Before I answer your qn, do u think that u urself is considered a bus fan? Are you proud when people label u as a bus fan? Or do u think that you are something else instead of a bus fan? I tink it will be having a thorough knowledge of bus models, number plates and routes, bus interchanges/terminals, bus drivers, updates about bus services and taking the trouble to take photographs of buses.
