Both pairs of buses share a common interchange/terminal each (first set harbourfront, second tampines)
Now heres the unique part...
After leaving the first group of meeting points at the int. area, both pairs of buses will meet a second time, but on the OPPOSITE sides! (80/93 at Upp Paya Lebar Road, 23/31 at Serangoon/Bendemeer Road)
information: Whitely road detention centre is somewhere near to the old police acedemy but not the old police acedemy, it is only a few blocks of buildingsthat is 'perharps' heavily guarded, maybe the answer is that all the buses that ply Whitely road.

I think that Singapore could just be called a town in its own rights as some towns in other countries are roughly the same size as singapore

i wouldnt dare give a detailed explanation on how the ezlink system works...
but maybe so that at this stage, both services will display CHECKPOINT(maybe computerised already at this to this fare stage is checkpoint for both services??) and allow passengers to board either service once they clear customs.
those who know how it works can elaborate. my explanation is just what common sense makes me see it the way it is.
