Yeah, usually in PM peak, half the passengers would get off by Pioneer Mall (3rd stop). And most passengers from BNL would have an alternative to get to their bus stop. Unless you make S291 serve the Int just once, or like S222, a perfect townlink service to serve both sides of Bedok to the MRT, the S291 might get the chance to get DD. Don't worry, S291 DD front destos are still available in bndep, however, S18 is missing.
