Consecutive NumbersFor every consecutive number, i.e. from 1 to 2, skip a letter in the backward direction.
For example, if 1 is M, 2 would be K. (Skipping a letter in the backward direction).
This gives us the pattern used in Singapore's licence plates:

New Tens TheoryFor a new tens, i.e. from 9 to 10, 2 letters in the backward direction is skipped.
For example, if 9 is B, 10 would be X. (Z is skipped)
The letter that is skipped would appear in the corresponding next 17th number of the pattern, i.e. it would appear at 27. (Reason is 2 tens are derived, meaning 2 letters are skipped, so the next time the skipped letter appears again is after (19-2) numbers.)
New Hundreds TheoryFor a new hundred, i.e. from 99 to 100, 9 letters in the backward direction is skipped.
For example, if 99 is Y, 100 would be B.
It is also notable that the letter for the new hundred can be derived from the number 89 before it, i.e. if 600 is B, 589 would also be B.
New Thousands TheoryFor a new thousanth, i.e. from 999 to 1000 the letter stays.
For example, if 7999 is D, 8000 would also be D.
It is also notable that the letter for the new thousand can be derived from the number 600 before it, i.e. if 8000 is D, 7600 would also be D.
Therefore, 7700 would correspond to 8100, 7800 for 8200, and 7900 for 8300 so on and so for.
2nd Reversal TheoryFor every difference between two hundreds, i.e. between 108 and 208, a letter is skipped in the FORWARD direction.
For example, if 108 is M, 208 would be H. (K is skipped)
The 3100 Repeating TheoryFor every difference between three thousand and one hundred, i.e. between 1 and 3101, the letter is the SAME.
For example, if 1 is P, 3101 is also P.
This gives us the fact that 1, 3101, 6201 and 9301 has the same letter.
BUT, do not forget about the New Thousands Theory. It states that the letter can also be derived from the number 600 before it, thus:
1, 2701, 3101, 5801, 6201, 8901 and 9301 have the same letter.
Additional NotesSBST's licence plating seems to coincide with SMRT's licence plating by a difference of 1000.
i.e. SBS 100 X corresponds with TIB (1000 + 100) X.
TIB 531 S used to have an error in it's licence plating. It was noticed that it had SBS 531
P which TIB 532 P had. 533 had L, so 531 should have S.
The problem has since been resolved, and 531 now has S.
*I saw the problem with it when TIB 531 S was still a perm on 851. It has since been transferred somewhere (I think 67).
