Tuas Jetty is used by MPA as a landing place for explosives and dangerous goods. Don't think the public can go there?

Take service 182 or 182M at Boon Lay interchange, alight along Tuas South Ave 3 outside Yong Nam and cross the road, the jetty is nearby.

If you don't mind taking express service, you can take service 180 from Boon Lay int, alight at Jurong Town Hall Rd, transfer to Express 506 to New Upp Changi Rd, transfer to service 24. Too bad Express 506 no longer goes to Changi Airport.
The easy way take svc182 to BL Int and Transfer to 178 to Woodlands Int and Transfer to Svc858 to Changi Airport
