Electrical energy is stored when the bus applies its brakes, and stored to the batteries on the roof...
During acceleration, the bus uses the electrical energy, instead of diesel to accelerate, thus providing low noise, and low emission during pick up... (Most soot/ pollution is produced when acceleration, thus this can reduce the soot/ pollution)
Diesel only kicks in when the bus is on expressway/ long stretch of road...
In fact, its quite a good technology to reduce fuel consumption and reduce pollutions by buses.

I was at Shanghai last year June for my holiday. In and around the city centre I do see buses such as the one illustrated by ZYX (even outside the hotel we resided, there are such buses pulling up at the bus stop).
