  I think he is trying to get a free ticket ride to Changi Prison cuz everything is so expensive in Singapore so might as well go sit inside 'Hotel California' for a few months at your expence.

I would qualify it further to say that the real gangsters, if they see this kind of behaviour, would feel disgraced & it's possible that they might beat up this fake gangster because the real ones have some codes of honour to maintain.
