It's definitely ok, VO3Xs used to perm 291. the narrowest part is after the cross junction of Tamp Ave 2, St 21 and St 32. Actually after considering all these would it be okay just to put 1 or 2 DDs on 3? Taking into account the loads during peak hours as well.

And for St 71, B9TL plies it every weekday morning as well, so maybe it's only Tamp St 23 that has a prob. How sad =(

I think BNDEP full control better. And btw 3 years ago there were Vo3Xs perming service 291, and they were plying Tampines St 21. So there shouldn't be a prob there.
