Its TIBS decison. SMRT hasn't yet buy over TIBS when the buses are being converted to A/C.
Maybe because of costs? If the windows are closed and locked and can still operate like OAC buses, why bother to replace the windows and hence, spend the extra money?

very good the DAF SB 220
In the 950-851-952 days, the buses were very modern for Singapore. When first introduced in 1988,, we got our first taste of what a real european bus is. the modern looking ones. with electronic display of the day, the bus was futuristic.
in 1996, TIBs took on the oder of scottish style DAFs. essentially Alexander setanta (mind the mis spell) but still DAF SB 220. these ons i like betetr because more low floor and i also like the slopey floor. i like the engine sound also. very european. probably som might say its close to a Iveco_irisbus engine sounds.
Both the older n current DAFs use Voiths.
today DAF is VDL. the current model range the SB 220 which meets the strinegnt EURO V stringent conditions. however current reviews of the bus claim the bus to be too loud. the bus rattles a bit . the bodywork used is usually a Wrightbus one. VDL buses are generally coupled with Voith trannies.
i also like the VDL DB250LF double decker WAB bus in Wriightbus Pulsar bodywork. rare to come by in the UK. But these are certainly not for the singapore market unless u allow them to be NAC buses here like the vo2x.
