I felt that 41 would be at bedok interchange and it would eb a sawtooth berth nearest to food center, kembagan MRT is too packed due to the service 42 liao. If not make a kembangan Terminal near the MRT such as that kind of YCK ter and have 41 and 42 there, maybe 9 and 35 may also be ammended there.

I don't see the need for S9 S35 to be under Kembangan. Like in the past where Bedok Int berths are all occupied, former S34 pick its passengers up outside the MRT station bus stop.
