Would - defininite will happen tone to it. Past tense of will. Notice the word Will as a noun is a document set down in writing and set means,... really confirmed.

actually i do not understand your example. they have actually skip around 25 buses with rego end with 4 right but then does it have anything to do with the number of Euro 4 unregistered?
It does not mean that the rego ending with 4 will be fill up by Euro V version. If SBST really skip all the 4s till 8999, they can register 393 Euro V buses. So left around 7 buses without rego? But then we wont know whether they will register the Euro V buses from 8562 onwards or not. They might register it from 7500 onwards? or might split the rego just like what they do to MK IV Strider and LO2x.
