Well IMO, you can use water to compensate for light, but if no water and no light then that's a bigger issue... -

Buses serving 975 are usually smeared with mud after plying the muddy and dusty roads along Lim Chu Kang. =X. I saw that bus with mud all over today at Bukit Panjang Interchange today. =X
