Yup correct, Keisei Bus (京��ス) is part of the railway operator group Keisei Electric Railway (京�電鉄) in Tokyo area. Their new Euro 5 Citaro G buses (10 units ready, total 15 units) are brought in to replace the KC-B10MC (KC- is Heisei 6 emission code, MC is internal coding from FHI, the former importer for Volvo Truck and Buses in Japan; B10MA Euro 2/DH10 344 PS) buses which have their 12-year lifespan up in August 2010. The first of these buses were introduced earlier this year and will be placed into service gradually.
When August comes, there will be 19 Citaro G in Japan, 4 with Kanagawa Chuo Kotsu (神奈å·�ä¸å¤®äº¤é€š) and are Euro 4 models, introduced in 2007. Additionally there are also 4 Neoplan Centroliner articulated buses in service with them.
Currently i am doing tracking on imported buses in Japan (and buses in Japan) so anything pertaining you can drop me a message...

These are new units to the operators... Japanese operators with a certain capital would not take in second hand buses, even so, would only choose their local/company group operators to take in.
The Citaro G buses in Japan are so far brand-new vehicles from Mercedes-Benz.

Written wise unfortunately I am unable to confirm any as there are many sources out there. I know I may sound doubtful without actual source but yes, the sources that I have gotten my Japanese bus information from are so far reliable and these buses are built to include Asian standards especially these Euro 5 vehicles which need to meet the stringent Japanese emission standards.
Anything that TfL and/or European company owns that are below Euro 4 (Euro 3 and below) cannot enter Japan as export vehicles since 2006.

Well that is one of the case but for this I guess its a historical reason. If you read up on why they introduce these articulated buses, the unhappiness factor won't be that big either. Of course buying home-grown is always the policy of Japanese operators, we cannot rule out the sheer amount of import vehicles especially during the 1980s when local manufacturers cannot build suitable double-deck and Vee engine coaches to cope with the demand.
Of course Bro I do not rule out the possibility that these are second-hand. Information from Japan is scarce and even for a person like me who knows how to read Japanese its tough.
